The rapid and high-speed development of services in the “cyber-space”, on the one hand, has innumerable advantages, such as the breaking down of geographical borders, through the interconnection of billions of people, the delivery of new types of services and the global level exchange of knowledge. On the other hand, it is the source of new complex ICT security and privacy risks. In this way the Cyber Security is a fundamental part of the digital transformation and innovation processes in Public Administration especially locally. In light of this changed macroeconomic context, the vulnerability, both of public administrations and companies, is going to increase. The protection of the local critical infrastructures and classification of the risk becomes a focal point in management of Information and Communication Technology.
